dvsa changes to car driving test bookings will take effect from May 12 2026, with learner drivers required to book their own tests through GOV.UK. A driving instructor will not be able to book for them, and from that date it will be against the law to change, cancel or swap a driving test for someone else.
The new rules apply only to car driving tests, not other types of tests. They also narrow how appointments can be moved: learner drivers should book at a test centre they intend to use, and later changes will be limited to nearby centres.
May 12 2026 booking rules
Under the new system, the learner driver must make the booking themselves, after passing the theory test. The rules say a person helping someone book a test can still assist, but must be with them while doing it and must ask them to complete as many steps as possible on their own.
The law also sets out what counts as a change. Altering the date or time, changing the test centre, or swapping an appointment with another learner driver who already has a test booked will all count as a change under the new rules.
Driving test amendments since March 31
The May 12 change follows earlier limits already in place. Since March 31, learner drivers have been limited to making just two amendments to their test date, down from six amendments before that. The updated law tightens the process further by making those changes unlawful when done for someone else.
The waiting list gives the rule change practical weight. By September 2025, the typical wait for a driving test had reached 22 weeks, compared with five weeks in early 2020.
June 9 2026 centre limits
Another change starts for new bookings from June 9 2026. Anyone booking from that date will only be able to move the test to any of the three centres nearest to where the test is booked, or to the centre first used on that booking.
Anyone preparing for a test still has to bring the correct documents and vehicle. That means a UK driving licence, a theory test pass certificate and a car that meets the test rules; if any of those are missing, the test will be cancelled and the money will not be refunded.
