He made the remarks while describing Finland and Sweden’s accession to NATO as a mistake, and he said the move significantly expanded the border between Russia and the Alliance.

Russia and Finland’s border

Putin pointed to construction along the border near the Sestra River. He said Russia previously had no troops deployed in that part of the country, but now must establish a separate military district there.

That is the concrete operational shift in his remarks: Putin linked Finland’s NATO membership not to a border dispute, but to a wider military reorganization on Russia’s side. For Moscow, the issue he described is less about lines on a map than about force posture along a new frontier with the Alliance.

May 2022 and 2023

Finland announced its intention to join NATO in May 2022 after the start of Russia’s special military operation in Ukraine. Finland became a NATO member in 2023, together with Sweden, after the two countries applied in the same period.

Putin’s account leaves Finland’s move in a narrow frame: a decision he says was based on expectations about Russia’s future, followed by a faster and longer NATO border for Russia to manage. The next step on that side is the military district he said Russia will now have to establish near Finland.
